Need For Project:
The pier originally purchased for Steinaker State Park was to be installed in a location that has been high and dry for most of the last three years (due to drought and water withdrawals). Given the storage capacity at Steinaker, it is not the best reservoir for a pier. Starvation Reservoir, however, is managed to refill every year, has a much larger watershed above it (both the Duchesne and Strawberry rivers) and therefore a higher likelihood of filling, and holds up to three years worth of storage. It is the ideal location for the pier; however, to make it ADA accessible, we need a parking area for anglers requiring wheelchair access and a walkway with a wheelchair appropriate grade (5:1).
In hiring an engineer to help with the design of this infrastructure, it has been clear that we need a few additional items for this pier to function properly. Due to the shoreline slope, we need an extension of the dock to get anglers into deeper water. The current design without either an earthen extension or additional dock lengths would only get anglers into 10 ft of water. We can increase that to 10 ft with additional infrastructure. An earthern extension would require permitting. We have also observed the need for a windbreak and additional anchoring, based on the problems we've had with piers at other waters. We are currently waiting to hear back from Atlantic Meeco, the manufacturer of the pier to better understand the specs of the pier (what amount of wind/wave action it can withstand, whether additional anchoring could work given the current anchor points).
The final design and cost hinges upon their response; however, with an earthern windbreak or an earthen extension, we are looking at a 404 permit. We also need to have an EA done for the project so we are looking at permitting only for FY18 and then moving forward on construction and installation in FY18.
Objectives:
1. Provide additional opportunities for shore fishing at Starvation State Park.
2. Provide ADA accessibility for shore fisherman at Starvation.
3. Increase amenities for Starvation State Park users.
Project Location/Timing Justification (Why Here? Why Now?):
There is currently no good place for wheelchair-bound anglers to fish from shore at Starvation State Park. This is a great opportunity to change this. There are also limited locations for shore anglers to get into deeper water meaning the lake has very limited summertime shore fishing. Installation of a pier is a great way to increase participation in fishing and improve shore fishermen success during the summer months especially but also the spring and fall as well.
Relation To Management Plan:
The Starvation Reservoir fishery is managed according to specifications identified in the region's 8-digit HUC plan for the Duchesne River drainage. It is also managed for irrigation and municipal water uses and is managed under the Bonneville Unit of CUPCA. It is a BOR dam and is also managed under that agencies' RMP for the reservoir.

Compliance:
Given the need for earthern structures in the lake, we will need a 404 permit. We would like to hire an engineer to navigate through this process.
I am not sure whether an arch survey has been done. I suspect it has, but will work with Monson to check state records. If needed, the arch survey can be done in FY17, hence the request for money (just in case).
We are required to complete NEPA compliance and so will work with the BOR in FY17 to complete and analyze an EA.
Methods:
Hire an engineer to design the driveway, parking area, walkway, windbreak, and pier extension (should be completed in FY16).
Hire an engineer to navigate and complete the 404 permitting process. Work with Monson to determine whether an arch survey is required. Work with the BOR to complete the EA (FY17).
Hire a contractor to construct the driveway, parking area, walkway, windbreak, and pier extension to the specifications identified by the engineer (FY18).
Move the pier from Steinaker State Park to Starvation State Park and install it (FY18).
Monitoring:
Starvation Reservoir is on a 10-yr creel cycle (last creel completed in 2015). We will monitor usage of the pier during the creel surveys.
Partners:
I am working internally with other DWR biologists and externally with the Starvation State Park ranger on reviewing proposed designs and placement. I am working with the BOR to complete the NEPA requirements.
Future Management:
Starvation Reservoir is currently a Blue Ribbon fishery for all species found in the reservoir. Because of the importance of this water to the UDWR, we will be putting together a management plan for it overwinter 2016-17. Starvation is currently on the strategic sampling plan to be sampled here every year, though the annual sampling focus will shift
from rainbow trout to yellow perch to walleye on a yearly basis. Future management will remain the same with the focus on maintaining quality populations and adequate catch rates for all current sportfish species.
As for the pier, once installed, Starvation State Park will take over responsibility for moving the pier up and down with changing water levels and for removing/reinstalling it annually.
