Funding will be used to construct three public outhouses. One on each area OBWMA, HSWMA, and HCWMA.
Location:
One outhouse will be placed by the main parking lot of Howard Slough WMA. One outhouse will be placed by the main parking lot of the main entrance to Harold Crane WMA. One outhouse will be placed on North Run of Ogden Bay WMA.

Need For Project:
Ogden Bay WMA/ Howard Slough WMA and Harold Crane WMA's are Division of Wildlife Resources managed land that affords the general public the opportunity for recreational waterfowl and upland game hunting as well as wildlife viewing opportunities. The WMAs are some of Northern Utah's most popular area for waterfowl hunting and wildlife viewing enthusiasts. During the waterfowl season, these areas accommodate dozens of campers and thousands of hunters and non-consumptive users. Currently, only one outhouse exists on OBWMA at the south entrance, which accommodates the public. Lack of an outhouse on HCWMA and HSWMA results in the wetland, dikes, and parking areas being used as the surrogate "outhouse". This decreases the aesthetic value of the marsh, and increases risks to human health and safety from unsanitary conditions. Finally, there has been an expressed interest to construct a public outhouse on these areas.
Objectives:
The objective of this project is to construct three 7' X 7' X 9' outhouse with an adequate 1250 gal. holding tank.
Project Location/Timing Justification (Why Here? Why Now?):
Without funding for this project, the threats/risks associated with the project include but are not limited to: 1). Unsanitary conditions in close proximity to wetlands and other hydrologic features. 2). Reduced use of the general public due to unhygienically clean area. 3). Aesthetically unpleasing to general users.
Relation To Management Plan:
Provide opportunity for public viewing of wildlife, pheasant, and waterfowl hunting. Strategic Plan: Conserve, Protect and Enhance Wildlife and Ecosystems; Enhance Recreational Experience; Maximize Productivity and Satisfaction.

I am sure that the water quality will be better if visitors are using the outhouses rather than the marsh.
Compliance:
The archaeologist will be contacted when we determine the locations to place these.
Methods:
DWR personnel will excavate site and construct the outhouse.
Monitoring:
Outhouse will be regularly cleaned, maintained and stocked.
Partners:
Dedicated hunters will help with the finish work, painting, siding etc....
Future Management:
Future management will include appropriate stocking toilet paper, cleaning and maintenance of the outhouse.

Final Methods:
All materials for the project were purchased in January of 2018. All waterfowl personnel and volunteers gathered in March and constructed the outhouses. We are waiting our turn to get the Waterfowl Maintenance crew, so they still haven't been put out on site. There won't be any more money spent, obviously, but they aren't in place yet.
Project Narrative:
There is a great need to have outhouses at every public entrance possible.
Future Management:
In the future, these outhouses will all be maintained. We will need to build some kind of a spray unit on a trailer that we can tow around. We will need to build a couple more in the future as well, so that all entrances have one. These will be installed as soon as we have our Waterfowl Maintenance crew on our areas.
