Description:
A twelve foot by twelve foot cement pad with a heavy duty Barracuda III Model 6096 fish cleaning station with running water, power and grinder will be built at the newly constructed Dry Creek Reservoir (22 acres) in Lehi/Highland City. This will be Utah counties newest and largest community fishery. This is one of several amenities to be installed at this Res. This will accommodate anglers in properly, safely, cleaning and disposing of their fish entrails, d-boning and filleting fish.
Location:
Dry Creek Reservoir is located immediately east/southeast of 3200 North near Center Pointe shopping center (Smith's Marketplace, etc.) and south of SR 92 in Highland, Utah. This reservoir will be the largest Community Fishery in Utah County with an estimate of more than a million people passing the reservoir annually. The reservoir will be surrounded by new development including additional park amenities, fishing peirs, water features, biking and walking trails, playgrounds, homes etc.

Dry Creek Reservoir will be 22 acres in size and it is anticipated to receive very heavy use given its location and proximity to population centers and current heavy use by recreationists bike, walking etc. It is estimated that approximate 1,000,000 people pass by this area annually. Lehi City, in addition to creating an irrigation reservoir, also want to provide family friendly recreation opportunities including angling for their residents. Thus they have determined that given the location and surrounding facilities (picnic sites, park, biking and hiking trails, new homes) this would be a perfect fit to meet their recreational demands. Part of educating anglers in good stewardship of our natural resources is showing them how to clean and fillet the fish they catch, to impart an ethical value of using what they take and consuming their catch. We need this heavy duty fish cleaning station to provide and teach both proper fish cleaning and preparation in our community fish program students, public in general and anglers an environmentally sound disposal facility for fish entrails to help keep the area clean. UDWR community fishing programs are designed to help develop new anglers and encourage them to visit other streams and water bodies of Utah and we hope the location and opportunities at Dry Creek Reservoir will help meet this goal. We will be managing the reservoir with several fish species including trout, bass, Bluegill and wiper... and many of the fish will be harvested and to help keep this clean we need a reliable maintenance free fish cleaning station to meet the demand here. Objectives:
Our larger objective is to teach proper fishing edicate and cleaning habits. Instalation of a fish cleaning station will result in a cleaner environment for visitors to enjoy. It will assist in reducing the bugs, rodents and vermin drawn in by the discarded stinky fish entrails. Part of our goal is to establish a reputation for the new park and reservoir as a facility the surrounding public and visitors will want to be a part of and participate in fishing close to home. With the establishment of the new Community Fishing Program we anticipate many volunteers to come each week to help teach and be a positive role model for the kids enrolled in the program and help them with their catch.
Project Location/Timing Justification (Why Here? Why Now?):
Trying to prevent improper disposal of fish entrails especially given the location of Dry Creek Reservoir and the increased residential development and public use of the recreational opportunities in the area. The fish remains will be going directly into the city sewer system so a heavy duty fish cleaning station/grinder is necessary to keep things flowing and maintenance performed by Lehi City at a minimum.
Relation To Management Plan:
Installation of a fish cleaning station will help with the goals and objectives of the Community Fishery Plan/Program in introducing youth and adults to fishing close to home in an environment that will have potentially heavy use and high catch rates. Once skills are learned and developed through the program, participants and public in general will be encouraged to try fishing in other more traditional waters throughout the state.

This will aid in keeping the area and specifically the water and the adjacent area clean by providing a location for anglers to properly clean and dispose of their fish. Assuring that the fish remains are sufficiently ground with a heavy duty fish cleaning station/grinder will help in the sewer treatment process.
Compliance:
Archaelogical clearance and the NEPA process were completed as part of the requirements for reservoir construction. These requirements were not necessary for the actual installation of the fish cleaning station itself.
Methods:
The cleaning station will be placed adjacent to one of the two restrooms and close to the pond where the public will have easy access. The location will be determined by the proximity of the water and sewer lines and closeness to the pond and parking lot. A 12' by 12' concrete pad or larger will be built to accommodate fish cleaning station with the correct sized grinder for the likely catch. It has a simple push button start and an automatic stop mechanism for safety. A canopy will be built to cover the cleaning station from rain and snowy weather. Reliability, easy hook up to the water, sewer and power for the station is the major factor in choosing this model and location. The onsite construction, installation, concrete pad and canopy will be built by Lehi City.
Monitoring:
The Fish Cleaning Station will become a facility of Lehi City at Dry Creek Reservoir and be placed under the responsibility of Lehi City through a cooperative agreement. All repairs, maintenance and facility upgrades will be approved and directed by the city.
Partners:
UDWR Lehi City Lehi City is very interested in developing more fishing (family recreational opportunities) for their rapidly growing population. They will be partners both financially and by incorporating the Community Fishing Program within their City Recreational Department.
Future Management:
Future Management: Lehi City will oversee the maintenance and care of the new fish cleaning station. It will become an additional facility they clean and service routinely along with all the other amenities at the reservoir. The construction work and installation will also be performed by Lehi City.

The total financial Expenses through Hab/WRI showed $42,550 is that correct or is it $43,550? I thought we paid $43,550 and Lehi City paid $3,990.

Final Methods:
Fish Cleaning station was ordered constructed and delivered according to specification. It is in storage and ready for installation. The in-kind funds have not be spent yet due to construction delays but Lehi City is ready to install the infrastructure and the fish cleaning station when contractors are ready.
Project Narrative:
Fish Cleaning Station was purchased and delivered by Quality Machine and Manufacturing. It is in storage at the CRO until Lehi City is ready for installation at Dry Creek Reservoir in Sept. 2020. The contractors were delayed with some flooding issues during construction thus the slight delay in installation.
Future Management:
An MOU between UDWR and Lehi City has been finalized and signed by both parties indicating that Lehi City will install and be responsible for the ongoing maintenance of the fish cleaning station at Dry Creek Reservoir.
