Description:
The Brianhead fire burned up a majority of the perimeter fencing at the Yankee Meadows WMA. In addition 1 of the 2 restrooms at the WMA was burned to the ground. The other restroom is becoming dated and run down as well. Project will be to replace burned fence and both restrooms.
Location:
Yankee Meadow is located approximately 4 and 1/2 miles northeast of the town of Brianhead in Parowan Canyon, Iron County.

Need For Project:
The Brianhead fire burned a majority of the perimeter fencing at the Yankee Meadows Reservoir Wildlife Management Area. It also burned 1 of 2 restrooms completely to the ground and the other restroom is old and run down and in need of replacement as well in order to continue to provide a quality visitation experience at the reservoir. Fence needs to be replaced as adjoining properties are grazed. Restroom facilities need to be replaced as the reservoir receives significant summer visitation and without these facilities there could be quite a mess there.
Objectives:
Re-secure our boundary and protect the lake shore and spawning channel from grazing. Provide a quality visitation experience with updated and replaced restroom facilities.
Project Location/Timing Justification (Why Here? Why Now?):
Without the project the area will see significant livestock use which can damage the shoreline and spawning channel as well as decreasing the value of the visitation experience. Without replacement of the restroom facilities the significant use the area sees would create some messes that would not be fun to deal with and significantly decrease the visitation experience.
Relation To Management Plan:
Maintenance activities will help support implementation of the Yankee Meadow WMA management plan. The fishery provided at Yankee Meadow is also instrumental in helping accomplish DWR agency resource and constituency goals.
Fire / Fuels:
These have been significantly reduced as a result of the fire. Reconstruction of the fence will require removal of some of the snags that have high potential to fall on the fence.
Water Quality/Quantity:
Livestock use of the area would significantly impact the water quality and fishery. Protection of the water quality is important to the fishery and experience.
Compliance:
No Arch survey would be required as we are replacing existing infrastructure.
Methods:
UDWR will contract for replacement of the burned fence on the east side of the reservoir and take care of the replacement of the west side fence in house with the habitat seasonal crew and dedicated hunters. UDWR will utilize State Contract with CST to purchase and have installed 2 - Tioga Special, precast concrete restroom facilities and vaults. We will also either contract CST for the removal of the old vaults or a local excavation contractor.
Monitoring:
WMA Maintenance Crew will continue annual maintenance visits to keep up on the condition of the property. Camp host will also notify local DWR staff of items needing attention.
Partners:
UDWR continues to hold discussions with county and other local officials to plan for the future management at Yankee Meadows Reservoir. Future proposals may include other ideas for infrastructure improvement at the reservoir.
Future Management:
Yankee Meadows will continue to be monitored and maintained on an annual and as needed basis. Some consideration may be given to search for another entity to provide improved concession type services such as camping.
Sustainable Uses of Natural Resources:
While livestock will be excluded from the property, there will be an indirect benefit from the USFS grazing permittee on the adjacent allotment as they currently are having to come and remove their livestock from the property several times a year when they breach the existing fence. This need should be eliminated with the completion of the fence.

Final Methods:
Seasonal crew did initial cleanup of burnt restrooms and spot fixing on less burned fence areas during the fall of 2017. In May we removed the old restroom buildings and vaults and installed 2 new Tioga special all concrete restrooms. In June a contractor was hired to replace the burned fence on the east side of the reservoir. Contractor also cleared 1 tree length out from fence line removing all dead trees that could fall on the new fence.
Project Narrative:
Restrooms were replaced under state contract utilizing the company CXT. Local contractor CSMI did the removal of the old vaults under a phone bid. During Installation we also needed to bring in some additional fill so we hired Red Cedar Rock to haul roadbase up to the site. Fence Contract was awarded to Rocky Mountain Fence and they in turn subcontracted with Barco to do the fenceline clearing and prep while building the fence themselves.
Future Management:
It is anticipated that the fencing at the reservoir should now last for many years into the future. There is still a small section on the very south end that needs replacing which the USFS has committed to complete under some of their other Brianhead fire rehab contracts.
