Description:
The NER has facilities spread all over the region in which aquatic staff is obligated to maintain and keep in safe working order for the public to use. This is the 4th year of this project and it remains critical for both old and new project maintenance in the region. Specific items in this funding proposal included: angler access maintenance NER wide, BSW boat dock O&M, road grading, fish screen O&M and cost to operate Old Fort Ponds community fishery.

Project Need
Need For Project:
Continued operation and maintenance of NER facilities is a ongoing chore. With previous years funds we have been able to complete backlogged maintenance projects and move forward on others. This project is important to angler access and safety in our region (tree removals, pier repairs, boat dock movement & repairs, road repairs, etc) This funding source will continue to be extremely important to the NER as we will have one and possibly two permanent fish screens being constructed and ready to operate in FY20. We also continue to seasonally maintain a temporary fish screen below Starvation Reservoir that requires travel 2 times per week for cleaning for 2-3 months each spring. Pelican lake outlet screen is complete as well as the Pelican lake upper fish screen. While water is flowing from November - April this screen will require cleaning 1-3 times per week. This system has significant debris and beyond our sediment control projects we can only do so much to mitigate the leaves, branches, etc. Red Fleet screen is scheduled for construction in April 2020. Maintenance needs for this remain to be seen. Old Fort Ponds community fishery and WMA will be open April-November 2020. This budget will be used for weekly upkeep of this facility (trash pickup, bathroom cleaning, mowing & weed control etc). This funding is critical to upkeep of this facility. Pelican Lake sediment catch basin maintenance needs (weed control, operation of the gates to flush sediments when needed and monitoring of the basin for the 4 year MOU agreement).
Objectives:
1) Leverage this funding to utilize hired tech from habitat section to working on maintenance tasks listed above. Continue to complete O&M work needed to keep regional aquatic access points, facilities and aquatics operated WMA's functional and safe 2) Utilize Habitat crew tech to grade roads, smooth parking lots etc. 3) Continue to keep NER aquatics facilities, docks, piers and access locations safe and functional for our angling public. 4)Little Montes pier access revamp to help the slope of the ramp and increase safety at the angler access. This will likely require UDWR HE crew or a contractor to get it done right. We would like to add in pavement or concrete for the trail but this will depend on cost estimates.

Threats and risks exist for public safety and continued angler access in our region if this funding is lost and we are not longer to maintain the many facilities and amenities we manage annually.

Same as objectives: utilize habitat tech or hire help to complete multiple O&M tasks throughout the NER, utilize DWR HE crew to assist on road grading at multiple access locations region wide, fix and maintain facilities, docks, piers and access's for public safety.
Monitoring:
UDWR biologist will continue to monitor past project completed using this funding. We will continue to complete repairs as needed on the many angler access points and amenities in the NER.
Partners:
Multiple partners assist with operations throughout the region and include: BOR, CUWCD, State Parks, OPIC and much work happens within our own agency between Aquatics and Habitat sections.
Future Management:
Future management of multiple facilities, roads, piers, docks and now the Old Fort Ponds WMA will rely on this funding to stay safe and functional for public use. We will continue to utilize in-house partners whenever possible and complete ongoing maintenance tasks each year.
Sustainable Uses of Natural Resources:
Other sustainable uses of natural resources- This project becomes extremely important to sustainability of our investments of on the ground assets used by our anglers. Outdoor recreation in the NER is a component of life here and the DWR can provide safe and notable amenities for the constituents in our state.

Final Methods:
In FY21, UDWR regional staff hired a part time wildlife tech II to cover all tasks associated with NER aquatic operation and maintenance. This year's project included both non-WMA lands and WMA lands located in the northeastern region. This person was responsible for the following tasks preformed weekly: fish screen cleanings below Red Fleet Reservoir, above Pelican Lake, and seasonally below Starvation Reservoir. Moving and maintaining the Big Sandwash Reservoir boat dock up to 3X per week during the busy season and as irrigation water shares were delivered. Routine O&M at Old Fort Ponds WMA (trash pickup and removal, sprinkler system repairs, bathroom maintenance and other assigned tasks. Also associated with O&M at Old Fort Ponds WMA was paying for mowing, trimming and general park upkeep, we hired Intermountain weed to spray thistle and noxious weeds around the ponds, we hired Alpine engineering on a 5 year contract to complete the USACOE wetland mitigation reports for this property each year. They also do all the monitoring for this report annually. A small portion of this funding went to maintenance of the newly constructed sediment catch basin above Pelican Lake. Other small items include the purchase of cleaning supplies, trash bags, large nets for removing fish from fish screens, and other miscellaneous maintenance related items.
Project Narrative:
This project was created to help with the costs of regional aquatics operation and maintenance which was traditionally never covered by any funding source. After the creation and opening of Old Fort Ponds WMA we needed a long term way to maintain this property. Along with this property the NER has invested in several major fish screen structures the require year round maintenance. This project is extremely important to keeping our facilities operational, well maintained and fully functional into the future.
Future Management:
UDWR aquatics staff will continue to submit this proposal into the future, however in FY22 we will split out the WMA maintenance and partner with our habitat section to include these properties in the regional WMA maintenance proposal. The regional reservoir biologist will continue to supervise and monitor this PT technician to ensure maintenance on both aquatic WMA's and non-WMA's are completed.
