Description:
The Lands team is working to complete a new Lands Database System to house all of the Lands documents and geospatial information for the property we own, and activities that take place on it.

Need For Project:
Currently, most documentation for land purchases, disposals, and land management activities can only be found in our paper documents in the Salt Lake Office. We have a GIS database that houses some information for current ownership, but this database only houses the shapefile information for our property. There is a need to build a database that can house geospatial information along with the business side of lands projects. This system will make it easier to search records, saving valuable time and effort for both Salt Lake DWR employees and Regional personnel. The database would ensure that all activities, easements, events and leases on our property are accounted for, and will ensure that record keeping is up to date for audit purposes.
Objectives:
The objective of this project is to obtain a fully functional lands database system for DWR. This will include a searchable system that will include properties owned and managed by DWR, and provide information for activities happening on DWR property.
Project Location/Timing Justification (Why Here? Why Now?):
Without this funding, we would not be able to match the necessary percentages used for Federal Aid money on this project. This would mean we could not move forward with the database and we would continue to use the resources we have for land management.
Relation To Management Plan:
-All WMA Habitat Management Plans require thorough information about the property that we own. This system would help to develop those plans and ensure they are complete and accurate. -Conservation Easements require yearly monitoring, and this system will have the ability to house that information and ensure that all Conservation Easements owned and managed by DWR are in compliance. -DWR also purchases many properties using Federal Aid dollars. With that money comes frequent audits of our records, and this system will help track that information so that we are consistently meeting the expectations of our Federal partners.

Water Quality/Quantity:
With the time saved by utilizing this system, the Lands team and other DWR employees will have more time to dedicate to seeking opportunities to better water quality projects, and other land acquisition projects.
Compliance:
Not applicable, the database will not impact cultural resources, will not require NEPA, ESA, etc.
Methods:
DWR has applied for a grant from the WSFR program for additional funding on this project. We are working with a software developer who has built many similar systems, and they will build our database using similar systems. The DWR Lands team will work with an Intern to ensure that all GIS information is accurate and ready to be migrated and that all paper documents are scanned and ready to move into the system once built.
Monitoring:
This project will be ongoing until the system has been built, populated with current records, and tested. Continuous monitoring during this time will be the responsibility of the Wildlife Lands Coordinator, the GIS team, and the Habitat Section Chief. Once completed, some monitoring will be necessary to ensure the database is working properly.
Partners:
A grant application has been submitted to the U.S. Fish & Wildlife Service, Wildlife and Sport Fish Restoration Program (WSFR) team for matching funds for this project.
Future Management:
Once built, the system will be managed by the company who is building it, and internal DWR employees. This will include continuous testing of the system, adding necessary features, and fixing any issues found in the program.
Sustainable Uses of Natural Resources:
With the time saved by utilizing this system, the Lands team and other DWR employees will have more time to dedicate to seeking opportunities to better grazing, recreation, and other land acquisition projects.

Chelsea - Will you update your budget section so that it matches the funding that was approved through PR and HC? Karen told me that your amounts were bumped up during your budget hearing so the amounts are $75k of HC and $225k of PR. Is that correct? All $300k will be coming through DWR so that amount should be in that column and not through other. If you do have funding coming from another source that will not be going through DWR it should be placed in the Through Other column.

Final Methods:
This fund is used for the development of the new lands database system, Utah Lands Tool for Reconciliation and Assets (ULTRA). This year ULTRA was in Phase I development with Timmons Group, Inc. to develop a database to house and manage all of the land and assets that the Division owns and manages. In Fiscal Year 2021 this project spent out the $75,000 in funds from the Habitat Council, and $212,290 in funds from the Federal Aid program, for a total of $287,290.00. The remainder of the $12,710 Federal Aid dollars that remain under this project will be spent out by December 2021, since those funds do not run on the fiscal year.
Project Narrative:
This fund has enabled the Habitat Section lands group to develop a vital need within the Division and make important steps towards completion of this project. This database will help reconcile all of the properties that the Division owns and will assist with the management of various agreements and land transactions.
Future Management:
Phase I of development is set to complete in September 2021. The remaining funds will be spent out by December 2021 which will complete this project. Phase II of development for ULTRA is set to go live in December 2021 and this project will be complete.
