Need For Project:
Red Creek is a relatively small water shed, but serves many stakeholders and water share holders. Utah Division of Wildlife Resources owns a WMA as well as a 128 acre foot dead pool on the reservoir which provides a popular trout fishery to the area. Water has been scarce in this drainage over the past several year with the reservoir level struggling to approach the 25% full range in the past 2 years. The stream coming into Red Creek reservoir is a perennial stream, but has no current flow measurement device. This project looks to install a new weir structure to accurately measure flows as it enters the reservoir. Having an accurate measurement coming in also allow an accurate measurement for water delivery to shareholders going out. Increased accuracy and ability for RCIC to deliver allocated shares is important to this entire system.
Objectives:
1) Find a viable site to install a new weir structure.
2) Hire a contractor or state water resources crew to install the new weir structure.
3) Work directly with Red Creek Irrigation Company to complete the installation of this structure and its related telemetry components.
Project Location/Timing Justification (Why Here? Why Now?):
Water is critical in the west as we endure a prolonged mega drought. Being able to accurately measure water for an entire distribution system below the Red Creek Reservoir dam is important for all landowners and shareholders in this system.
Relation To Management Plan:
12/10/2019 MOU between Red Creek Irrigation Company (RCIC), UDWR and the Youngs indicates the UDWR and RCIC will work together to install an upstream weir structure to accurately measure inflow into the reservoir itself. This will allow RCIC to accurately distribute UDWR and Young water shares to irrigate up to 81 acres of UDWR lands via the new pipeline.

Water Quality/Quantity:
This project allows Red Creek Irrigation Company to accurately measure water coming into Red Creek Reservoir which then allows for accurate distribution down stream to water share holders including the UDWR.
Compliance:
We will need a stream alteration permit. I have spoken with our local water rights engineer about the project, this will be a simple task.
Methods:
1)Work with Utah Water Resources staff as well as intern DWR staff to plan and install a new weir water measurement device upstream of Red Creek Reservoir.
2)Find a location to install the weir structure on DWR or SITLA owned lands.
3)If possible install telemetry to allow for online access to the site for real time flow data.
Monitoring:
If funding allows, we would like to install telemetry which allows real time access to this inflow. Monitoring would occur via Red Creek Irrigation Company staff along with UDWR staff.

Future Management:
Completion of this project will help with water distribution of the entire system below the Red Creek Dam. This is also the first of several steps to help UDWR staff work towards reallocation of a water right that would allow irrigation on WMA lands below the dam. The project is a first step in the process and could go along way with stakeholders in the system.
