Description:
Red Fleet Reservoir is in need of angler access upgrades and an ADA accessible area for fishing. This is a multiphase project with the vision of eventually installing a fully ADA accessible floating fishing pier in the north bay of the reservoir.
Location:
Red Fleet Reservoir, located in the Northeastern Region approximately 15 miles north of Vernal, Utah.

Need For Project:
Red Fleet North Beach is a popular Day-use access point. This fee area is semi-developed with a parking area, vault toilet and a user created trail to the shore. Shore fishing around Red Fleet reservoir can be difficult due to steep and remote access so the North Beach Day-use area typically sees more shore fishing. This area is relatively easier to access and if developed properly would allow for ADA access.
Objectives:
This project would have two phases. The first phase would improve road conditions, parking areas, and build a concrete pathway to the high water line. The second phase would install a floating dock and pier system to improve fishing access for our guests.

Relation To Management Plan:
Red Fleet State Park Management Plan includes the development of and maintenance of facilities to improve the guest experience. North Beach development is critical to the recreational experience of our guests.

Water Quality/Quantity:
Currently the trail from the parking area to the shore is heavily eroded from visitor use. This project would protect the shoreline from continued erosion and sediment disturbance
Compliance:
Red Fleet reservoir is a Bureau of Reclamation project that requires NEPA compliance. The proposed project area has been culturally surveyed and would require a Categorical Exclusion from the BOR as it is a relatively non-invasive project. A CE is a relatively easy to obtain permit since the area has been surveyed previously. There is also a section of the road that does belong to SITLA. An easement has been established but would to be updated to allow for improvement. The second phase that implements a floating dock and pier system would require a permit from the Corp of Engineers to install these below high water line.
Methods:
The roadway and parking area needs to be graded and have a more sustainable road base material placed down. The path from the parking area to the highwater line would be concrete. The first phase could be prepped through coordination with State Park and wildlife staff and completed by a hired contractor. The second phase installation of the dock and pier system would be coordinated with state park and wildlife staff.
Monitoring:
Red Fleet's North Beach is continuously monitored by State Park Staff for fee compliance, cleanliness, and resource protection. Shore clean up is a standard duty of the employee monitoring the area. This project would also be part of the North Beach monitoring process to ensure road, paths and docks are properly maintained for access

Future Management:
Facility maintenance is a fundamental part of the State Park mission to provide exceptional recreation opportunities to our communities and guests. If completed, this development will be managed by State Parks which has a 99 year lease with the BOR to manage the recreation on and around the reservoir.
Sustainable Uses of Natural Resources:
This project has a minimal impact on the natural environment. The Division of Wildlife Resources maintains and monitors the fish population of Red Fleet reservoir and will continue to with the implementation of this improved fishing access
