The North Marina project in Saratoga Springs, Utah. With an overall budget of over $30 Million, this project (Phase 1, Part 1) marks the inception of a functioning and accessible marina in support of the ever-increasing demand for recreational activities at Utah Lake. This first phase focuses on the development of essential facilities, such as the construction of a Sports Fishing Jetty and Boat Launch to increase visitation and access to Utah Lake.

The North Marina Project is located in Saratoga Springs Utah, on the North West side of Utah Lake off of Saratoga Rd. It is adjacent to Utah Lake. GPS Coordinates: 40°21'41.1"N 111°53'13.0"W

Need For Project:
The purpose of the Saratoga Springs, North Marina: Jetty & Boat Launch, is to rectify the glaring lack of designated access infrastructure to Utah Lake, addressing the burgeoning demand for water-based recreational activities, such as Sports Fishing, in the region. The absence of a structured boat launch and jetty has led to safety, environmental degradation and a suboptimal user experience, with floating and docks dotting the wetlands adjacent to Utah Lake put forth by homeowners and residents in the area. This initiative seeks to enhance accessibility, safety, and the environmental sustainability, fostering a vibrant community while mitigation the adverse impacts of unregulated shoreline activities. The imperative need for this project is underscored by empirical data from the Utah Department of Natural Resources, revealing the overwhelming demand for Utah Lake's recreational resources. The current inadequacies in access infrastructure not only jeopardize the ecological health of the lake, but also hinder economic growth. Implementing Phase 1, Part 1 of the North Marina project is essential to meet the needs of a growing population, ensuring a balance between increased recreational demands, environmental conservation and economic prosperity.
Objectives:
1. Enhance Recreational Access: Construct a designated boat launch to alleviate congestion, improve safety and provide organized access to Utah Lake. 2. Facilitate Sport Fishing Opportunities: Develop a strategically placed jetty to expand sport fishing opportunities, contributing to the ecological health of Utah Lake, enhancing biodiversity and promoting sustainable fishing practices. 3. Mitigate Environmental Impact: Address environmental concerns by implementing structured access points, reducing haphazard shoreline activities, and minimizing the ecological impact on the sensitive ecosystem of Utah Lake.
Project Location/Timing Justification (Why Here? Why Now?):
The implementation of a boat launch and jetty at the North Marina is paramount due to the absence of a public marina and harbor on this side of Utah Lake. The current lack of dedicated faculties has resulted in overcrowding at existing sits, compromising safety and diminishing the overall user experience. The absence of a structured access point has led to unauthorized uses along the lake's shoreline, causing significant damage to the delicate wetlands the envelop the lake. The construction of a boat launch and jetty in the North Marina not only addresses the urgent need for increased access to Utah Lake but also provides a regulated and sustainable solution, mitigating the environmental impact of uncontrolled shoreline activities. By establishing a well-designed facility, this initiative aims to alleviate congestion, enhance safety, and preserve the ecological integrity of the lake's surrounding wetlands, ensuring a harmonious balance between recreational enjoyment and environmental conservation.

The jetty serves as a strategic barrier, helping prevent sediment runoff and pollutants from entering the lake. By creating a physical buffer, the jetty aids in sediment settlement reducing turbidity and promoting clearer water conditions. Additionally, the jetty facilitates the establishment of a controlled entry and exit point for watercraft, minimizing the disruption of shoreline habitats and preventing the introduction of harmful substances into the lake, therefore improving the water quality.
Compliance:
Consor Engineers through a subcontractor conducted a cultural resource report, it was deemed that there is a historically significant marina at the site, but it will not be impacted or disturbed by these additions.
Methods:
Design of the jetty and associated boat launch facilities are to be completed by Consor Engineers, but the construction is to be completed by a general contractor. Maintenance of these facilities is to be conducted by the City of Saratoga Springs.

Ankur, thanks for bringing the region up to speed on the project. As we discussed the project supports the goals of both the Utah Lake Authority management plan and the ongoing Utah Lake Fisheries (DWR) team. Listing the details regarding the "other" funding sources may help the Habitat Council and other entities better leverage funding options (i.e. know what's federal, state, local, etc). I would welcome the opportunity to assist with future phases and help identify some of the priority amenities that have been identified by our management team (ADA compatible fishing jetties, piers, incorporating fish habitat, etc. Also, let's coordinate with Craig Walker on obtaining future funding through Motor Boat Access and other Federal Sportfish Restoration dollars.

The proposal year for this should be FY25. The State FY is from July1, 2024 to June 30, 2025. Please make sure that you have the correct fiscal year selected on the title and funding pages so that the proposal is included in the submissions for the upcoming year.

I need you to add additional funding line items to the finance page for the In-kind amount. It is not Habitat Council that is providing the in-kind. If you have actually funding sources and amounts identified it probably makes more sense to put those amounts in the Through Other column instead of in-kind for both the Budget section and the Funding section.
