The North Marina project in Saratoga Springs, Utah. With an overall budget of over $30 Million, this project (Phase 1, Part 2) marks the inception of a functioning and accessible Marina in support of the ever-increasing demand for recreational activities at Utah Lake. The first phase, second part of the development focusses on developing essential facilities, such as the construction of parking lot and bathroom facilities to reduce damage of wetlands through unsanctioned access to the lake.

The North Marina Project is located in Saratoga Springs Utah, on the North West side of Utah Lake off of Saratoga Rd. It is adjacent to Utah Lake. GPS Coordinates: 40°21'41.1"N 111°53'13.0"W

The establishment of the North Marina Parking Lot and CXT Facilities is imperative to address a pressing environmental concern surrounding Utah Lake, a cherished natural resource enveloped by delicate wetlands. Conservationists face a perpetual challenge in balancing the imperative to safeguard natural resources with the desire to provide close-up experience for enthusiasts. The proposed North Marina project at Utah Lake seeks to navigate this delicate balance by creating a designated access point, inviting more people to intimately experience the lake's beauty while minimizing the ecological impact on its fragile wetlands. By fostering a responsible and centralized approach, this iniative not only enhances public enjoyment but also serves as a catalyst for increased awareness, drawing attention to the critical issues at hand and paving the way for comprehensive conservation efforts.

Project Location/Timing Justification (Why Here? Why Now?):
The urgency of implementing the North Marina project at the earliest stems from the critical need to counteract the ongoing wetland impacts in the area surrounding Utah Lake. Each and every passing day, the delicate ecosystem bordering the lake face increasing threats due to unauthorized access by enthusiasts seeking access to the water. The North Marina project is a crucial intervention, offering a timely solution to mitigate these environmental repercussions. Rapid implementation is essential to curtain further degradation.
Relation To Management Plan:
Utah Lake Fisheries Management Plan - UDWR: Goal 3: Enhance angler access and satisfaction on Utah Lake and nearby fishable tributaries. 1. Develop a Utah Lake access site enhancement plan by the end of 2024 and initiate implementation by 2025. 2. Support ongoing efforts by local municipalities, partners and Utah Lake Management teams to maintain and improve existing and new angler sites before the angler access plan is finalized in 2024. 3. Secure partner support to plan and execute access priorities identified through the ULFMAC process. Utah Lake Management Plan - ULA: Goal 1: Coordinate and implement efforts to improve Utah Lake access points to ensure easy and affordable access and enjoyable visitor experience. 1. Develop a strategy to improve existing access points and increase the number of access points to Utah Lake, taking into consideration of their geographic distribution and quality. 2. Develop a strategy to improve easy and affordable access to recreational amenities. 3. Support the construction of the shoreline trail segments envisioned by the Utah Lake Shoreline Trial Plan in collaboration with jurisdictional partners and property owners.

Water Quality/Quantity:
The implementation of the North Marina Parking Lot and Restroom Facility is instrumental in improving water quality by strategically managing human access to Utah Lake. By concentrating visitor activities in a designated area, the project mitigates the risk of pollutants from human traffic entering the lake and harming water quality. Additionally funding is being sourced to develop Low Impact Development through The Department of Water Quality (ARPA Grant) to further install drainage items and a hydrodynamic separator improving water quality. The preservation of adjacent wetlands through the establishment of this parking lot helps to maintain a natural filtration system, as wetlands play a crucial role in trapping sediments and filtering pollutants before they reach the water, contributing to the overall enhancement of water quality in Utah Lake.
Compliance:
Consor Engineers through a subcontractor conducted a cultural resource report, it was deemed that there is a historically significant marina at the site, but it will not be impacted or disturbed by these additions.
Methods:
Design of the parking lot and associated bathroom facilities are to be conducted by Consor Engineers and CXT Manufacturing, construction is to be completed by a general contractor that will be determined after the plan set is out to advertise. Maintenance of these facilities is to be conducted by the City of Saratoga Springs.

Wetland conservation and minimal ecological disturbance are mentioned multiple times as an objective and priority in this project, but I wasn't able to locate any descriptions in the methods or elsewhere that describe how that will happen specifically. It is great to claim that those objectives will be happening, but it would be helpful to see it written how those objectives will be carried out. Love the projects focus on bringing users of Saratoga Spring to Utah Lake's shoreline.

The North Marina Project is poised to significantly minimize ecological disturbance in several keyways. Presently, the absence of accessible facilities for people to reach Utah Lake leads to disturbances in various areas around the lake, comprising the quality and efficacy of existing wetlands. Currently, outdoorsmen are inadvertently causing harm to delicate wetlands by creating social trails, leading to make shift marinas, which disrupt fragile ecosystems and contribute to erosion, habitat degradation and loss of biodiversity. These unauthorized pathways not only disturb the natural balance of wetland environments but also jeopardize the long-term health and resilience of these cruial ecosystems. By establishing the North Marina, complete with parking and bathroom facilities, a sanctioned point of entry will be designated, thereby mitigating the overall ecological disruptions in other parts of the lake and associated wetlands. Furthermore, the project acknowledges the existence of wetlands at its site and, in tandem with other Saratoga Springs initiatives, aims to create a substantial mitigation site adjacent to Utah Lake spanning over three miles. The mitigation site, exceeding 30 acres, will involve filling an abandoned canal, excavating and relocation an existing dyke, likely formed by the original canal excavation spoils and removing invasive species such as Phragmites, Russian Olive and Tamarisk. Moreover, the mitigation effort will include spreading of broadcast seed to foster Palustrine Emergent Marsh and Palustrine Wet Meadow wetlands. In summary, while the project's impact on wetlands at its location will be minimal, its creation will catalyze a far-reaching effect by establishing and rehabilitating vital wetlands along Utah Lake's shores.

Ankur, thanks for bringing the region up to speed on the project. As we discussed the project supports the goals of both the Utah Lake Authority management plan and the ongoing Utah Lake Fisheries (DWR) team. Listing the details regarding the "other" funding sources may help the Habitat Council and other entities better leverage funding options (i.e. know what's federal, state, local, etc). I would welcome the opportunity to assist with future phases and help identify some of the priority amenities that have been identified by our management team (ADA compatible fishing jetties, piers, incorporating fish habitat, etc. Also, let's coordinate with Craig Walker on obtaining future funding through Motor Boat Access and other Federal Sportfish Restoration dollars.
