Need for Project
The establishment of the North Marina Parking Lot and CXT Facilities is imperative to address a pressing environmental concern surrounding Utah Lake, a cherished natural resource enveloped by delicate wetlands. Conservationists face a perpetual challenge in balancing the imperative to safeguard natural resources with the desire to provide close-up experience for enthusiasts. The proposed North Marina project at Utah Lake seeks to navigate this delicate balance by creating a designated access point, inviting more people to intimately experience the lake's beauty while minimizing the ecological impact on its fragile wetlands. By fostering a responsible and centralized approach, this iniative not only enhances public enjoyment but also serves as a catalyst for increased awareness, drawing attention to the critical issues at hand and paving the way for comprehensive conservation efforts.
Provide evidence about the nature of the problem and the need to address it. Identify the significance of the problem using a variety of data sources. Project Location/Timing Justification (Why Here? Why Now?)
The urgency of implementing the North Marina project at the earliest stems from the critical need to counteract the ongoing wetland impacts in the area surrounding Utah Lake. Each and every passing day, the delicate ecosystem bordering the lake face increasing threats due to unauthorized access by enthusiasts seeking access to the water. The North Marina project is a crucial intervention, offering a timely solution to mitigate these environmental repercussions. Rapid implementation is essential to curtain further degradation.
LOCATION: Justify the proposed location of this project over other areas, include publicly scrutinized planning/recovery documents that list this area as a priority, remote sensing modeling that show this area is a good candidate for restoration, wildlife migration information and other data that help justify this project's location.
TIMING: Justify why this project should be implemented at this time. For example, Is the project area at risk of crossing an ecological or other threshold wherein future restoration would become more difficult, cost prohibitive, or even impossible.

Relation to Management Plans
Utah Lake Fisheries Management Plan - UDWR: Goal 3: Enhance angler access and satisfaction on Utah Lake and nearby fishable tributaries. 1. Develop a Utah Lake access site enhancement plan by the end of 2024 and initiate implementation by 2025. 2. Support ongoing efforts by local municipalities, partners and Utah Lake Management teams to maintain and improve existing and new angler sites before the angler access plan is finalized in 2024. 3. Secure partner support to plan and execute access priorities identified through the ULFMAC process. Utah Lake Management Plan - ULA: Goal 1: Coordinate and implement efforts to improve Utah Lake access points to ensure easy and affordable access and enjoyable visitor experience. 1. Develop a strategy to improve existing access points and increase the number of access points to Utah Lake, taking into consideration of their geographic distribution and quality. 2. Develop a strategy to improve easy and affordable access to recreational amenities. 3. Support the construction of the shoreline trail segments envisioned by the Utah Lake Shoreline Trial Plan in collaboration with jurisdictional partners and property owners.

Fire/Fuels

If applicable, detail how the proposed project will significantly reduce the risk of fuel loading and/or continuity of hazardous fuels including the use of fire-wise species in re-seeding operations. Describe the value of any features being protected by reducing the risk of fire. Values may include; communities at risk, permanent infrastructure, municipal watersheds, campgrounds, critical wildlife habitat, etc. Include the size of the area where fuels are being reduced and the distance from the feature(s) at risk.

Water Quality/Quantity
The implementation of the North Marina Parking Lot and Restroom Facility is instrumental in improving water quality by strategically managing human access to Utah Lake. By concentrating visitor activities in a designated area, the project mitigates the risk of pollutants from human traffic entering the lake and harming water quality. Additionally funding is being sourced to develop Low Impact Development through The Department of Water Quality (ARPA Grant) to further install drainage items and a hydrodynamic separator improving water quality. The preservation of adjacent wetlands through the establishment of this parking lot helps to maintain a natural filtration system, as wetlands play a crucial role in trapping sediments and filtering pollutants before they reach the water, contributing to the overall enhancement of water quality in Utah Lake.
Describe how the project has the potential to improve water quality and/or increase water quantity, both over the short and long term. Address run-off, erosion, soil infiltration, and flooding, if applicable.

Compliance
Consor Engineers through a subcontractor conducted a cultural resource report, it was deemed that there is a historically significant marina at the site, but it will not be impacted or disturbed by these additions.
Description of efforts, both completed and planned, to bring the proposed action into compliance with any and all cultural resource, NEPA, ESA, etc. requirements. If compliance is not required enter "not applicable" and explain why not it is not required.

Methods
Design of the parking lot and associated bathroom facilities are to be conducted by Consor Engineers and CXT Manufacturing, construction is to be completed by a general contractor that will be determined after the plan set is out to advertise. Maintenance of these facilities is to be conducted by the City of Saratoga Springs.

Future Management
The City of Saratoga Springs will be managing the Saratoga Springs North Marina upon completion ensuring its viability and long term success.
Detail future methods or techniques (including administrative actions) that will be implemented to help in accomplishing the stated objectives and to insure the long term success/stability of the proposed project. This may include: post-treatment grazing rest and/or management plans/changes, wildlife herd/species management plan changes, ranch plans, conservation easements or other permanent protection plans, resource management plans, forest plans, etc.

Sustainable Uses of Natural Resources
The North Marina Parking Lot and Restroom Facility not only prioritizes environmental conservation but also enhances recreational amenities for visitors to Utah Lake. A key feature of the project includes a thoughtfully designed boat launch catering to both motorized and non-motorized watercraft. This addition not only streamlines access for boating enthusiasts but also promotes diverse recreational activities such as kayaking, paddleboarding, and canoeing. The facility's strategic placement serves as a gateway to the lake's scenic beauty, offering a convenient and centralized point for launching various watercraft. By incorporating these recreational elements, the project not only supports ecological sustainability but also fosters a vibrant and inclusive environment, inviting individuals with diverse interests to experience and enjoy the recreational opportunities that Utah Lake has to offer.
Potential for the proposed action to improve quality or quantity of sustainable uses such as grazing, timber harvest, biomass utilization, recreation, etc. Grazing improvements may include actions to improve forage availability and/or distribution of livestock.
