November 9, 2019: Aerially seeded 1,507 acres of grass, forbs, and shrubs by Eagle Aviation. November 21, 2019: Mulching began on contract. Contractor was Giles Construction. Mulching was shut down temporarily January 16, 2020 due to snow depths being inhibiting to further operations at that time. Work resumed March 28, 2020. A total of 4-8 machines were used throughout the contract. Contract was completed on June 9, 2020

Project Narrative
The Parowan Front project area is dominated by stands of pinyon and juniper trees with a high percentage of young trees encroaching areas of remaining sagebrush, bitterbrush, cliffrose, and other deciduous shrubs causing a downward trend in herbaceous cover. The project area serves as an important winter and transition range for mule deer. The I-15 corridor severly diminishes the amount of winter range accessible to the Panguitch Lake deer herd (unit 28). This project will help address these limiting factors by improving and adding critical high quality transitional and winter range for mule deer and other sage brush steppe species. The Panguitch Lake (unit 28) deer herd is currently above objective. The main limiting factor being winter range (doe tags and expensive re-location projects are being used to address this problem). This treatment will help to expand critical high quality habitat, and in return will help bring mule deer populations within healthy carrying capacities for long term improvements in rangeland health. Project started on January 9, 2020 by aerially seeding grass, forbs, and shrubs with a fixed winged aircraft. Contractor took 1 day to complete the project and did a good job. Mulching contract started on November 21, 2019. Giles Construction was awarded the contract. Contractor began work running a total of 4-8 machines (excavators with fecon head). Multiple problems were encontered on getting work done on time Work was finally completed on June 9, 2020, two month late. We had problems with the archeological survey not being completed on time which delayed the start time of the contractor by no fault of theirs. Midway through the project snow levels become to deep to further work. Work resumed March 28,2020. Projected was completed June 9, 2020, the project looked great and all stips were met. Aerial and mulching contract was let through WRI contracting process.

Future Management
Project area will be monitored for veg trend, cover and wildlife use for the next 3 years. The project area will be rested from livestock for a minimum of 2 complete growing seasons in order to allow the seedlings to become established and set seed. This rest period may be extended if monitoring shows the seeding has not sufficiently established
