This project was completed in May of 2025. The docks at Green Farm Pond (now called Pond at Poulter Preserve), were completed in late April 2025 and the pond officially opened to the public on May 15. The dock at Smith Park Pond is nearly complete, but has used all the funding given for this project. The Smith Park Pond dock came in significantly over budget after a local city contractor in Farr West was bought by investors and declined to carry out the fabrication and install of the dock at previously estimated price. The previously estimated price was significantly less than any other bid from other contractors. Therefore, when the previous contractor would not honor their previous estimate, the price of completing the dock for Smith Park Pond increased significantly. This necessitated seeking more funding in new and separate Habitat Council (project #7441) and Outdoor Recreation grant proposals.

Project Narrative
September 2024 update: The project began in July of 2023. Farr West City quickly moved on getting pylons installed for the dock at Smith Park Pond. Shortly after, they ran into a roadblock with the contractor they had chosen for the rest of the dock install passing away. Their project manager has also struggled with some health issues during the past year. Nonetheless, between the cost of materials and pylon installation, the city of Farr West has spent and been reimbursed by WRI for the full amount granted as part of project #6512. A picture of the pylons is included in the Images/Documents section. It is hoped the dock will be completed no later than spring 2025. A final completion report will be submitted at that time. West Haven City put a lot of thought into the design and contracting of the docks to be installed at their new pond. After completing the dock designs in house with city engineers, the city put install of the docks out to bid and that bid was awarded to Jacobsen Construction. Jacobson has a great track record and built and installed the docks at the Utah Botanical Center/Kaysville Ponds. The new docks for Green Farm Pond in West Haven should be installed by the end of fall of 2024. West Haven city has been reimbursed for materials for the docks associated with this grant. This narrative will be updated and a project completion report submitted when docks at both cities are completed. With both Farr West and West Haven being reimbursed, all funds available for project #6512 have been spent. May 2025 update: The docks at the pond in West Haven are now complete and the pond officially opened to the public on May 15, 2025. One dock was funded by this project and the other was funded by a Weber County Ramp grant. Pictures of the completed dock funded by this project can be found in the attachments. Farr West sought other contractors and funding for the completion of their dock. As of now, the frame is now in place and all that is left to do is place the decking, which will take place as part of project #7411.

Future Management
Docks at both ponds will be monitored by DWR personnel as they visit each pond several times per year. Each city will notify DWR of any repairs needed as soon as they are noticed and those cities will be responsible for repairs for the reasonable lifetime of each structure.
